Don't believe so, no. From a strategy and tech perspective, user-to-user badges are meant to be given by a person and not the system itself. Lots of organizations have welcome videos or the like and some of the first quests are to view those or follow someone, etc. But I've also heard of admins giving an allocation of points to their top advocates every month and they are tasked with then welcoming new users with those badges and points. Makes for a more meaningful welcome!
